1. Okilova was born in 1983 in Toylakskom district, Samarkand region. In 2000, finished school No. 5, Toylak district. In 2002–2006, he studied at the pedagogical faculty of Samarkand State University, specializing in "Psychology". In 2006–2008, he graduated with a master's degree in Psychology.
