The institution began its activities in 1944 as a methodological office under the Samarkand Regional Department of Public Education. In 1945, it was located in the library of Samarkand State University and later moved to the Faculty of Physics and Mathematics building. It was subsequently transformed into the Regional Institute for Teachers’ Professional Development. M. Mansurov was appointed as its first director, and the institute employed 16 specialists.
In 1948, under the leadership of Z. P. Smirnova, the number of staff increased to 26, and professional development programs were offered in 13 subject areas. From 1951 to 1953, N. F. Taranenko served as the institute’s director.
Between 1953 and 1955, the institute was headed by E. N. Nakhanov. During this period, it was relocated to the building that currently houses the Institute of Foreign Languages. Methodological support to educational institutions across the region was significantly expanded, reaching more than 6,000 teachers and school administrators annually.
From 1955, the institute was led by U. Narziyev. The institution was relocated to the former building of Secondary School No. 8 in Samarkand. Its activities expanded considerably, and the establishment of the Pedagogy Department enabled the centralization and scientific enhancement of methodological work.
In 1966, the institute moved to its current building, marking a new stage of development. The facility, covering 2,647 square meters, included a 140-bed dormitory. A total of 75 specialists worked in 21 subject classrooms and 3 laboratories. A Deputy Director for Research position was introduced to strengthen scientific activities. The institute’s achievements in scientific and methodological work received recognition at national exhibitions.
From 1975, the institute was headed by the experienced educator N. Latipov. Between 1979 and 1984, R. Karimov served as director. Significant contributions were made by scholars and associate professors such as Kh. Khurramov, M. Abduakhadov, D. Ortiqov, M. Jamolov, and M. Mukhtorov. During this period, the institute’s infrastructure and technical resources were significantly improved.
From 1984 to 1988, N. Bo‘ronov directed the institute, focusing on enhancing the quality of methodological support provided to district and city education departments.
In 1988, Sh. Saidqulov was elected director. Under his leadership, comfortable conditions were created for trainees, including the establishment of a 200-bed health and recreation facility.
According to the decision of the Regional Department of Public Education dated December 24, 1993, the institute was reorganized into the Samarkand Regional Institute for Advanced Training of Pedagogical Personnel. Five academic departments, six methodological divisions, a training department, a publishing unit, and a diagnostic department were established.
From 1997, the institute was headed by A. Aminov. The organizational structure was improved, retraining courses were introduced, scientific potential increased, and the institute’s technical infrastructure was strengthened.
In 2011, A. Kurakhmedov was appointed Rector. Particular attention was paid to strengthening the material and technical base and preserving institutional assets.
During 2017–2018, Doctor of Philosophy O. G‘aybullayev served as Rector of the institute.
From 2019 to 2025, Doctor of Pedagogical Sciences (DSc) A. Ibragimov served as Director of the Regional Center.
Since 2025, the Regional Center has been headed by A. Sobirov, PhD in Pedagogical Sciences.
