Norkuvatova Zukhra Gofurovna was born on October 9, 1982, in the village of Mangitobod, Pastdargom District, Samarkand Region, in born in a family of intellectuals She graduated from Secondary School No. 18 in 1999. From 2001 to 2004, she studied at the Tashkent State Institute of Culture, Faculty of Library Science and Bibliography.

Between 2004 and 2006, she worked as a librarian at Secondary School No. 18 in Pastdargom District. In 2007, she was appointed Head of the Pastdargom District Information Resource Center. From 2007 to 2025, she served as a Leading Specialist at the Information Resource Center of the Samarkand Regional Center for Pedagogical Skills.
